It's a fairly simple process.

You are not forced to transfer the information from your old iPad to the new one. To take advantage of all of the iPad features, you will be asked to sign into your iCloud/iTunes account.

If you do want to transfer your information from your old one to the new one, you can either restore an iCloud Backup (if your old iPad has been backing up), or you can back up your old iPad through your Mac/Computer and restore it on to the new one.
