Sync iPad 4 10.3.3 with laptop

Hello guys, I have an iPad 4 10.3.3 and I have just gave up on trying to sync with my laptop. Updated all, restarted both you know almost the whole shabang. not jailbroken [yet], lol. So what do you guys suggest? Thank you for your time and patients.

What are you using for a laptop.

If it is a Windows PC, you need to install Apple iTunes.

Asus vivobook. And yes I have installed iTunes, and yes it's up to date. I thank you for your response.
