That is a symptom of the cables that run from the base to the lid, through the hinges, are/bad.worn, have Apple look at it.

nope, I am typing on a partially open screen. This will be the second time I will have to have my 2017 MacBook Pro repaired. I guess the video is in the hinges, awful design.
