Does iCloud back up Iphotos AND Photos ? i only see Photos.

No. Only the designated system photo library is synced.

Note: Yosemite 10.10.5
I think my iPhoto is NOT the designated Photo Library which may be a good thing in this case. How can I tell if there are any ref files in iPhoto? (I may have moved some there from Photos) If I do, ( this is only my iPhoto Library), how do I move the bulk to a back up on and external HD It scares me when it says do you want to delete them. (ref files). keep in mind not coming from icloud in this case (I hope)
On the other Library (Photos Library), i went through the Process of downloading the file in full resulution and it sent it to my download file. Is that correct? Then I have to collect them and move them into a folder on Under Pictures. is this correct?
