Music syncing from iCloud
If I begin iCloud storage for my music library currently on my Mac, when sync'd to my iPhone and iPad, will the play lists also download?

No, enabling iCloud alone would not sync Music between your three devices.
However, having an Apple Music or an iTunes Match subscription would allow for this to occur. An Apple Music subscription has the added benefit of being able to access the entire Apple Music catalog. For more details, check out the information in these two links:
