Why can't dowload Fruitz application in France

Hello,

I moved to France 2 weeks ago, I was in lebanon. I tried to Download a dating app, on my iphone 7, called "Fruitz" but i couldn't find it.

What is the reason? IS it because i change region, and my apple store location is not updated to be in Frane?
