iTunes on iPhone xr
I cannot sign in it doesn’t show where, and App Store won’t let me download anything without singing in

It sounds as though you're being prompted to sign in to your Apple ID so you can download applications from the App Store. If you're not signed in to your Apple ID for the iTunes and App Store you can sign in by going in to Settings, then tap Sign in to your iPhone. If that option doesn't appear at the top of your display, and already shows your Apple ID account. Tap on your Apple ID, followed by Media and Services. You should be presented with an option to sign in after tapping that option.
