I cannot close Take Control therefore I cannot delete it from my MacBook. The troubling thing is that I see a pop-up saying it is operating! Any ideas please?

I cannot delete app Take Control because I cannot close it. Just switched on my MacBook Pro and saw a pop up saying app was opening. I cannot delete it - do you have any advice please?

MacBook Pro 13″, macOS 10.13
