My iTunes account is disabled

Hello apple. It says that my iTunes account has been disabled. The weird thing is that it happened after I spent my moms money. It wont let me do anything, sooner or later I won’t be able to do anything on my phone because I have to update the apps. Please help me. I did do what the website said if it says this. And it didn’t work. Please help me.
