Someone stole my sister's iPhone and now the location is not working

Someone stole my sisters iPhone a week ago and now I got a message from apple that it has been used with a location but the location is not working !!! Please help me it’s an amergency and I can’t communicate with apple from my country because of the hours difference

There's nothing Apple can do for you anyway. It is an automated feature. Providing the location service is all they will do is aid of recovering a lost or stolen device. After that it is up to you to decide how to act upon it. Some things you can do remotely from anywhere in the world but anything that can be done you have to do yourself.
