Deleting an AppleID is 100% permanent and cannot be reversed. As explained in this support document -> How to delete your Apple ID account - Apple Support

Others who have posted about trying to re-use their old email address again, even after a year, have been unable to do so. Given what that document in the link I provided says, namely the quote below, I believe you can never re-use that email address as an Appleid again. Since the identifier of an AppleID is the email used as the primary email, and that is tied to the purchase history, it makes sense that this account ID can never be linked to an Apple account again (since it still is linked to the legally required data Apple is obligated to keep in storage).

When you delete your Apple ID, Apple makes our best effort to delete all personal data associated with your account. However, we are required to retain past transaction information for financial reporting purposes, and we may be required to retain certain information to comply with a court settlement or other ongoing legal procedure.“

If you actually deleted your old Apple ID, see the 'About deleting your Apple ID' section in:

How to delete your Apple ID account - Apple Support

"When your Apple ID account is deleted, your account details and the data associated with your Apple ID are permanently deleted from Apple’s servers. You can't sign in to your account, and you won’t be able to access any data, content, or services that were associated with your Apple ID."
