We understand that you are unable to get all of the icons to move to your new iPhone. Much will depend on how you transferred data to your new iPhone. The two most common methods are to use Quick Start or restoring from a backup of your old iPhone.
Use Quick Start to transfer data to a new iPhone, iPad, or iPod touch - Apple Support
Restore or set up your device from an iCloud backup - Apple Support
These methods will restore the data to your new iPhone, but the apps will need to be downloaded again from the App Store. This happens automatically and you can use your iPhone while this process is occurring.
