Setup and transfer from Ipad air2 to ipad 4 apple apps loaded but all others are stuck at about 50%. How to continue loading apps?

Something has stalled. A simple shut-down and restart of your iPad should resolve the problem.
To turn off iPad, do one of the following:
- On an iPad with a Home button: Press and hold the top button, then drag the slider.
- On other iPad models: Simultaneously press and hold the top button and either volume button, then drag the slider.
- All models: Go to Settings
> General > Shut Down, then drag the slider.
To turn iPad back on, press and hold the top button until the Apple logo appears.
