You use it when buying apps, or music, or anything from the online Applestore. Or when you use your Apple card or Apple Pay. In other words, it is your ID with which Apple will recognize you so you can conduct business with them.

Are you saying that someone else is using your Apple ID and password?

If yes, immediately change it - follow the instructions here:

And if someone is buying something using your Apple ID, also contact your bank and report it.
