I need to permanently delete an Apple ID that someone has pictures and stuff stored in the cloud of my personal information and I want to make sure they can’t ever access it again

But note there is nothing to have stopped that person from also transferring your data somewhere else either. Since you let that iPhone go with your AppleID signed in, they have the same access to your data as you do. So nothing to stop them from downloading photos (or other data) to a computer drive or another online service.
So simply deleting the AppleID now does not necessarily secure your information. It’s already compromised.
I'm not clear on what you want to do here. You cannot get an Apple ID of another person deleted unless that person is a minor child for whom you have responsibility.
You can request deletion of your Apple ID.

For the pictures and other iCloud data, go to iCloud.com using a computer browser and delete your data there. Making sure you delete any Recently Deleted albums or Recently Deleted folders.
They would need your Apple ID and password to disable it.
It is my Apple ID it’s just signed into my old phone and I created a new Apple ID for myself but the person who has my old phone now has access to all of the pictures and everything that was saved in the cloud and I’m needing to try to figure out how to delete that Apple ID because it’s attached to that phone that I cannot get back
I suggest you use Find My Phone and the steps in the article below to wipe the phone before you delete the ID. That should remove all your data from the phone.
