Safari automatically opens two windows at start up. How do I prevent this?

Brand new Macbook Pro.

Each time I fully close Safari and open it again - settings (preferences) are reset and 2 windows open.

Any suggestions to what I can delete / reset in order to make safari open only one window and save settings (preferences)?

Thanks

MacBook Pro 13″, macOS 11.2

As a test, quit Safari and relaunch Safari holding the Shift key down.

Does it help?

Startup in Safe Mode. https://support.apple.com/en-gb/HT20126
