I bought about $30 of in game items for a game on my phone and I’m being charged for the items again which you can’t get them unless you pay for them and I’ve used them. I can’t download anything on my phone or pay for anything unless I pay the $30.82 fee.

Use the https://reportaproblem.apple.com/ site to review your recent purchase history and report any issues with content that has not been delivered. In principle all completed sales are final. Apple may do availability checks on an account before actually requesting a payment. In some cases some financial institutions can temporarily show both attempts as real charges. You would need to check what has actually cleared through to Apple. If they are waiting on payment then they may not deliver new purchases to you.
