It appear you have Booted to Internet Recovery Mode ( Command + Option + r ) at startup. This will have to finish loading and can take some time depending on Speed of your Internet Connection and Apple Severs.
Is this an Intel or new Apple Silicon M1 computer and what are your trying to achieve ?
