Can’t update billing info

Good day,


I have been having some issues with my iPhone where I would receive a message saying " your account has been disabled in App Store and iTunes" and I am not sure why ..... I had the bank block one of the cards that was used on my account but even when I entered a new one it wouldn't allow it.
