Most apps allow me to manage them in the landscape mode. Some apps come on my iPad ( but not my phone) in the portrait mode. How do I “fix” this?

I feel your pain, however, the OS cannot override the App coding. Screen orientation and scaling is very much in the control of the App Developer.
I would encourage you to make representation directly to the relevant Developer(s):

Another opportunity to make your feelings [more publicly] known is to leave appropriate comment on the corresponding App page in the App Store. If you look for the App Reviews, you will see that you can add your entry...
If screen rotation proves to be problem with some Apps - and not others - you need to be aware that not all Apps are coded to operate in both Portrait and Landscape screen modes. Apps that have a fixed screen orientation will always appear in the orientation determined by the App Developer.

This sucks! With all the features that are in these devices there should be an instant/easy fix for this!

It’s up to each app developer to fix their own code. Apple cannot do that. See if you can send a message to the app developer saying you would like that feature in their app.
