Actually, the response/instructions are correct, just incomplete. You do click on your name and then click on Media & Purchases. This is where you will be able to set up your Apple account and click/select none for credit card. Once you do that you will be able to download apps.

It isn’t an error. It’s a prompt, what that means is, the device is new, and that’s the first it is accessing iTunes or App Store to download something. After purchasing or downloading something for free. You won’t see this anymore.
We had this same problem, it went into an endless loop asking for the password, and asking again even though it was entered correctly. although this should just be a "prompt" like someone mentioned here, it looks like it is in fact some sort of glitch.
After calling Apple support, they determined you have to exit out of that, and go into SETTINGS, click on your name, and set up your itunes account through your phone. You can select no credit card if you want, but it asks for your phone number and address, etc. After it accepted all of this, we were able to go back to the App Store and download the app successfully
Thank you! Had this exact issue too and couldn't figure out how to fix it. Exited, set up account (no option not to give credit card!); then had to enter all that same info again back in the app store. Really really annoying!

The person above had a prompt; which happens every time when a person uses a new Apple Device, this means iPad, iPhone, MacBook, anything that has access to the App Store or iTunes. The prompt appears when the person is about to purchase any media (music, movies, rightones)...

As soon as they download something onto this new iPhone, they would have see the prompt again, until they get another new device.
