The tags appended to your post, selected by you when submitting you post, suggest that you have an iPad with iOS9 installed. If this is the case, then no - you will not be able to use external storage devices with your iPad.

If, however, you have an iPad with iPadOS13 or later installed - yes, you are able to use external storage devices with your iPad:

Depending upon your model of iPad, you may need an Adapter.
