dowload folder says I don't have permission to open

dowload folder says I don't have permission to open and I'm getting regular screen alerts that something has failed to download. They pop up at all different times...

Mac Pro, macOS 10.13

Suggest restarting computer in Safe Mode - Shift - immediately at startup. It does a repair Disk, clear Cache Files and only loads Apple Software and Fonts. So, it loads slowly - Norma. Once Logged Into your account - run it in this mode for 10 - 15 minutes. It will look and perform differently - also Normal. Test. Then restart in Normal Mode and Test again.
