Yes.


The charger rating indicates only its maximum power output - in this case 85W


The system power rating indicates its maximum power draw - in this case, 45W


As long as the charger can support the maximum requirement of the system you'll be fine. The charger will only output what the system calls for and is quite happy to output 45W even though it can output more.
