Note this (lawyer speak) paragraph which gives Apple an opportunity to deny warranty service:

So, the warranty may or may not be restricted to country of purchase and the theft & loss is an insurance contract which appears to be only available in the US and Japan.
I would try to do a store chat when purchasing the item. Directly ask about the Applecare + and make sure you screenshot/save the entire chat including date/time/rep's name. If they say it is covered, keep a copy of that as proof.
