It's easy to do. All you have to do is to single click on an icon to select it and then drag it to the new position.

If you are using Apple's Magic Mouse 2, there is a concept of pressure, and if you click down too hard on a Dock icon and attempt to drag, you get the app menu instead. On Big Sur 11.2.3, I can lightly click on an icon and immediately drag it to another location.
Try rearranging the Dock icons using a mouse, and see if that resolves the issue.
That doesn't work for me. In all of the OSs and Macs I have had it did.

Right now I am not using the mouse, but using the touchpad. Could that me that problem?
Thanks everyone for your suggestions. My MacBook Pro is 2 days old and I don't have a mouse, only a wireless one but I need a USB port. I am buying one Monday so I will get back and report.

With care, one should be able to achieve what I mentioned above using the built-in trackpad too.
Try changing System Preferences > Trackpad > Click to Medium or Firm.
