Command-V does not work but Paste does

When I try to copy a text string (like the name of an article copied from the text of the article) and use it to name and save a copy or .pdf of that article, command-v does not work. I just get an inexplicable little system "ding" sound. And yet, Edit-Paste from the main Finder menu works fine.

I encounter this all over the Mac when trying to paste into Finder, or save a copy of a document or spreadsheet. What's going on?

btw, this has been the case for several MacOS versions.

You must have the patience of a saint...

This should be a clue... Copy & Paste is extremely fundamental built into the macOS.

Uninstall any and all third party Antivirus, Cleaners, Optimizers, VPN, speeder uppers....

To trouble shoot further you can:

—Try a SafeBoot https://support.apple.com/en-us/HT201262

Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.

Login and test. Reboot as normal and test as caches get rebuilt.

In Safe mode third party system modifications and system accelerations are disabled, it removes malware, etc hampering smooth operation, however a reboot will put it back to normal mode.

This test will tell you if third party interference; extensions etc are not loaded in safe boot mode.

—Test issue in another user (or guest user) account https://support.apple.com/guide/mac-help/set-up-other-users-on-your-mac-mtusr001/mac

This will tell you if it a universal issue or isolated to your user/admin account.

I encounter this from time to time regardless of the OS used (Windows and Linux too). Sometimes the keyboard shortcut is not recognized in certain situations yet the keyboard shortcut will work just fine within the same app for copying something else. It drives me crazy too. When this happens I just resort to using the app's menu to initiate the "copy" instead of the keyboard shortcut. Usually the "Paste" can be performed by the keyboard shortcut.
