The most trouble free way to move to a new machine, is using the Setup Assistant on the initial boot of a brand new machine— you have one shot here. https://support.apple.com/en-us/HT205749
If that opportunity has past, the second best way is use the Migration Assistant.

—Verify you are logged into your correct user account see the drop down menu >Log out/ Log in
—Check your Relocated Items Folder—
the original can be found in Finder>Go>Go To Folder> copy and paste:
/Users/Shared
This is general house cleaning as the macOS transitions to the new apfs and the read-only system volume in macOS Catalina.
macOS Catalina runs in a read-only system volume, separate from other files on your Mac. When you upgrade to Catalina, a second volume is created, and some files may move to a Relocated Items folder
About the Relocated Items folder
While creating the two separate volumes during the upgrade process, files and data that couldn’t be moved to their new location are placed in a Relocated Items folder. The Relocated Items folder is in the Shared folder within the User folder (/Users/Shared/Relocated Items) and available though a shortcut on the Desktop. The Relocated Items folder includes a PDF document with
more details about these files.
