Apple Pay has no age requirement. You must have a credit or debit card to add to the Wallet app to use it.

About Apple Pay - Apple Support

To get an Apple Card you must be 18 or older, and you may be required to verify your age with a drivers license or a state ID card -> How your Apple Card application is evaluated - Apple Support. There is no way around those requirements when applying for an Apple Credit card and the issuing bank, Goldman Sachs, has the right to insist on documented proof of age.
