Not Loading Website

my google search is not working when Im using cellular data. even though I just changed to a new phone it's still come back. I can use any other websites but google search is not. do you have any suggestions would be appreciated. Or even In Safari, my own website is not loading even in Offline mode. Can you explain this issue?
