System is macOS. There’s not an easy way to delete it, because deleting it will render your Mac inoperative.
Other is not a place or location of where files are stored, it's a category name given to files that don't fall into the more common categories. If you could the delete them, your Mac would not function.
Everybody is going to have files categorized as, "Other."
Most of the the people concerned about this are the ones that didn't option for larger internal HDs or SSDs when they bought their Macs, i.e., 128 GBs, and are now running out of useable space due to their collection of larger files, like music and photo files. Then when they see that there are files categorized as, "Other," they start looking for ways to eliminate them for more space. Lesson learned, don't opt for the smallest internal drive, if you're going to want to store music and photo collections on your internal drive. And, don't compromise the portability of a laptop by needing larger external drives connected for everyday usage. Also note that many of the laptops can't have their internal drives upgraded after purchase, pick a suitable estimated size when you purchase.
There's usually no need to worry about "other" storage. It's mainly used by apps to store settings, caches, and other important data. Could you post a screenshot of your mac's storage?
