Exclamation Mark on Photos

I have read many forums about this issue, but nothing has worked for me. Several of the photos on my iphone xr have an exclamation point on the bottom corner and are low resolution. I know this typically means the original photo is stored on icloud, but when I look for them on icloud, the photos aren't there. Have I somehow lost the original version of them or something?


In settings, I have "download and keep originals" turned on (not optimise iphone storage). I also only have 15.1 of 50 GB of icloud storage used. On my iphone I have 44.8 of 64 GB used, so I don't see this being a storage issue.
