Iphone locked from Apple

It is not “locked from Apple”. If the SIM card doesn’t work, the original carrier locked the iPhone. In this case, it sounds like the same carrier.

The only possible exception is if you’re talking about an Activation Lock, where you would be asked for the original owner’s Apple ID and password. In this case, that original owner would have to unlock the iPhone or it would remain useless forever. (It was likely previously stolen in this case.)

Take it back to the seller, and give it back for your money. Seems you've been scammed.,
