How do I go about informing Apple of a glitch in a recent update- I noticed it when I got ios12 and thought it would be fixed but it hasn’t been.

Have you verified that you have enabled that particular option?
Check at: Settings - Control Centre - Access Within Apps = On?
I have update my iPhone with iOS 14.4.2 and did not find any issue at all.
I have found I can no longer slide up to the control panel when an app is open. I have to press the home button and slide up from the Home Screen to access it.
