I got a pop message that my Apple I phone has been hacked and that the hackers are watching my activity ,it led me to a app on AppStore and I downloaded it and run the app then after 4 minutes I realised it was a scam and deleted that app do I have any threat in those 4 minutes?

All such messages are scams from criminals. 100% of the time, no exceptions.
Never, never, never download anything based on a popup message. Delete the bogus app, but be certain to check for subscriptions that you may have unknowingly subscribed to.
