How do I lock ring volume on iPhone 11?

Not exactly locking but does prevent changing via the external buttons: Settings > Sounds & Haptics > Change with Buttons -- Off.

With that button off, the side buttons should be able to change the volume of other sounds but not the ring and alert volume. The only other thing I can think to suggest is to restart the phone and see if that fixes it.
I’ve turned off this button in Sounds prior to my post but I’m still able to change the volume with the side buttons. I’m thinking that there must be something wrong with my phone.
