If you don't have a subscription, you can still sync 1 or more devices by connecting to your computer via USB. See procedure in here:

You use the Finder to sync music to iPhone, iPad and iPods. Follow the steps in the link provider by ed above.

If you have a Mac running macOS Mojave or earlier, then you use iTunes instead.
