How do I change the settings so my iPad doesn't have all these locks and passcodes? I spend more time locked out of this jolly $800 device... its like it came with a computer virus!
If you don't care about your device's security & privacy (NOT RECOMMENDED), disable your passcode, your Face ID or Touch ID, in Settings.

All of what locks and passcodes? The phone itself has only one, which ProustGiulio has told you how to remove. But, it's not recommended at all. There will also be features, such as Apple Pay, that you will not be able to use.
Perhaps if you describe the situations in which you've gotten frustrated, someone can give you advice on how to use your phone more effectively without compromising your security.
