Pencil tools disappearing in the file app

The pencil tools that allows you to write on pdfs in the file app disappears when I change file, and to get it back i have to close the file app and open it again, however it doesn't always work. The apple pencil is connected the whole time, and works with no problem on other apps such as the notes app or the OneNote app. I'm uploading screens that show the icon missing. How can I fix it?
