If you are running iOS 13.4 at minimum, you can reset the passcode. See this for the instructions.

If you forgot your Screen Time passcode - Apple Support

If you are running an older iOS, you have to restore the device to factory settings to remove the code. Restoring a backup will just restore the code to the device.
