Pictures of driver's license ID greyed out, can't upload to Apple Card application

Tried taking with Photo Booth, with a Pixel phone & sending them to gmail account, I don't know how else to upload the bloody photos...they're greyed out when I save them anywhere on this MacAir

What type of image file is it? If it's a HEIC then convert it to a jpeg by exporting out of your Photos library as a jpeg and try uploading again.
