Thank you for using Apple Support Communities. It sounds like your Shortcut app is corrupt and you can't reset it. We'll do our best to assist with this.
The Shortcuts app can not be deleted from the Home Screen. If you synced these Shortcuts with iCloud, we'd recommend the following:
- Go to Settings > [Your Name] > iCloud > iCloud Drive > Shortcuts and toggle this off.
- Then go back to Settings > General > iPhone Storage, search for the Shortcuts app, open it and then delete the app.
- Open up the App Store, search for the Shortcuts app and download it again.
This time it shouldn't be trying to open up your previous library of Shortcuts and simply allow you to create new ones from here. Which does mean that any previously created Shortcuts would be deleted, since it was corrupted.
Should it persist, please reply back with the following:
- What happens when you attempt to open the Shortcuts app? Same error after following the steps above?
- Are you able to create new Shortcuts? If not, what occurs when you try?
