Why doesn't the Contacts app appear in the list of apps when a .csv attachment to an email or a .csv file is opened? Why is importing contacts sent to an iPhone something that the average user can't do?

I don't believe it's convoluted as much as CSV is not supported.

You can easily import contacts from VCF files. A Mac will import CSV files.

I think I see the problem. The VCF filetype is apparently supported by Google Contacts on all platforms, but the CSV filetype isn't. However, the Google Contacts default filetype for export is still CSV, which is misleading.
Why is importing contacts so convoluted?
