Why is importing contacts so convoluted?

Why doesn't the Contacts app appear in the list of apps when a .csv attachment to an email or a .csv file is opened? Why is importing contacts sent to an iPhone something that the average user can't do?

iPhone 6s, iOS 14

I don't believe it's convoluted as much as CSV is not supported.

You can easily import contacts from VCF files. A Mac will import CSV files.
