Hi! It sounds like maybe you are in activation lock instead of having a disabled passcode? If that is the case you will need to start the account recovery process at iforgot.apple.com.

I've also tried to reenable the device through iTunes. It didn't work. I will wait a day or more to reset or reactivate my new iPad as it says in the link.
