My region is UAE now and I want to change it to USA and I need to spend my credit but balance is low so I can’t.
Can you reset my account balance to zero?

Nobody on these boards can. Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
