Here's a simple and fast way to see what is possible with your device without having to identify your model:
On your device, tap:
Settings > General > Software Update.
1. If it says your device is up to date there is nothing more you can do. If apps you are trying to use say you need a higher iOS version, you will need to buy a newer device if you want to run those apps or features.
2. If it says an update is available you will only be given one update selection which will be the highest available iOS version supported by your device. Click on a link below for full instructions about how to update with wi-fi, or using a computer if you have storage or connectivity issues. If the update listed is not equal to or higher than the iOS version you need to use a feature, you again will need to buy newer equipment if you want to use that feature.

Whether or not you are able to update your iPad to a newer version of iOS/iPadOS will be dictated by your iPad model - and the currently installed version of iOS. You can find this information here:
Settings > General > About

Here is a list of the highest version of iOS supported by the older models of iPad (for simplicity - “generations” are shortened to a number) that are restricted in their ability to be updated:
iPad1 - iOS 5.1.1
iPad2, iPad3 and iPad mini1 - iOS 9.3.5 (WiFi Only models), iOS 9.3.6 (WiFi & Cellular)
iPad4 - iOS 10.3.3 (WiFi Only), iOS 10.3.4 (WiFi & Cellular)
iPad Air1, iPad mini2 and iPad mini3 - iOS 12.5.2
Newer models, not appearing in this list, are all able to be updated to the current version, iPadOS 14.4.2.
Your post might suggest that you have an iPad Air1, iPad mini2 and mini3; these models of iPad can only be updated to iOS 12.5.1. Apple ended major update support for these models of iPad in September 2019 - although they since continue to received “point” security updates - the most recent being released only a few days ago. These devices cannot be updated to iPadOS 13 (or any later major versions of iPadOS) as the internal hardware does not meet the minimum technical requirements (CPU and RAM) for newer versions of iOS/iPadOS.
If your iPad is capable of being updated to a more recent version of iOS/iPadOS than is currently installed, these support pages outline both the available methods by which the update can be performed - and troubleshooting should you experience difficulties:

If your iPad is on an iOS less than iOS 13, and when you try to update it says that it is up to date, then you have an iPad that is too old and does not have the capability of running a newer iOS. It is the age of the device and the hardware cannot support anything higher than what you currently have. If you need a higher iOS for something you need to do on the iPad, then you will need to purchase a newer device.
