I got a new iPhone and the pictures on my old phone transferred to the new phone so I deleted them but they also got deleted on my old phone, I don’t think is something it supposed to happen, Already checked my iCloud and just my current pictures appear in, what can i do???

iCloud is designed to sync content, like photos, between multiple devices using the same ID with the same iCloud feature turned on. This also means if you delete it on one device it is removed from iCloud and all other devices as well. Read more about it at https://support.apple.com/en-us/HT204247
“Before you delete anything, make sure that you back up the photos and videos that you still want. When you use iCloud Photos and delete a photo or video on one device, it's also deleted on all other devices where you're signed in with the same Apple ID.”
You had iCloud Photo Library on. That is not a backup, it is a sync feature as outlined in the link I provided.
Have you checked iCloud.com/Photos using a computer browser and the Photos app for a Recently Deleted album?
They were backed up I even payed apple to give more iCloud space
My pictures got deleted on my old phone as well
