When I click on a web site I get a black and white popup.
How can I get rid of black and white popups when I click on a web site?

It sounds as if you downloaded malware with something else you have downloaded from a web site. Install the free app MalwareBytes and run it. It should resolve the problem.
CleanMyMac is different. It is an antivirus app and those have no place in a Mac. Macs do NOT get viruses. (Malware, yes.) CleanMyMac serves no purpose and it will definitely slow down your Mac. It can also cause other problems. Use their uninstaller to completely remove all bits and pieces of this app.
I downloaded and ran CleanMyMac and it did not help.
I also downloaded and ran Malwarebytes and it did not correct the problem. This situation only happens on my MacBook Air and not on my iPad.
