to reinstall quicktime, you would need to reinstall the macOS. rather than doing that, you might want to try these steps:

Use safe mode to isolate issues with your Mac - Apple Support

or you can set up a test account to see if the issue is isolated to your account or system wide.

Set up users, guests, and groups on Mac
