You won't have any better luck with Apple, I’m afraid.
Apple and Apple stores only do in/out of warranty device replacements, in lieu of an actual repair.

If you never purchased extended, 2-year AppleCare+ for this 2019, 7th gen iPad, I am afraid you will end up paying approx. 60% of that iPad's original cost for a device replacement.
If you had purchased AppleCare+ for this iPad, you would have paid a much smaller device replacement fee.

If you plan to try your luck from some third party, non-Apple authorised local electronics repair shop, be advised that these places have no access to any new parts from Apple and often used cannibalised parts from other damaged Apple products or new parts sourced from other non-Apple approved parts makers.
Also, using any third party, non-Apple authorised repair shop will completely void any later help and assistance from Apple for any future device/iPad issues.
So, either replace the iPad and pay the costs OR purchase a new iPad model ( and this time pay for extended, two-year AppleCare+ for the new iPad ) OR attempt to find a competent third party repair facility knowing you will sacrifice any future assistance from Apple OR simply do not repair this iPad and live without an iPad OR decide on another course of action.
